Technocrats were initially three human beings, two Portuguese and one Brazilian.

At the height of Techno's success, creating a band with "Tecno" included in the title was not the best option.

The group was not Techno, it was an evolution of Dance music, a mixture of several styles. from Funky, Disco Sound, HouseSound and even Jazz.

A pianist at the beginning of his career, Ernesto Leite, a Guitarist/Bassist who would later be part of Fúria do Açúcar. Markus Britto, and a DJ, then Drums programmer, sound designer and studio musician, José Maria Côrte-Real a.k.a. Capt'n Elvis.

The group had made several versions of some hits from the 80s and Ovação Records (Lisbon) became interested in the project and ordered an album of versions.

Despite the album being ready for months, some of the artists of the original songs did not respond to license requests and there were even those who refused.
That's why the group transformed these songs into originals with their own lyrics and finally released "Tecnocracy Vol 1". Despite the applause of many national and foreign musicians and even the authors of the versions themselves, the press and its critics "crucified" the group considering plastic and fast consumption music, mainly because  of their name they related them to the  Techno style, lack of  their musical knowledge.

Unfortunately, this connection is still a point of negative observation for the general public.
In 2014, Tecnocrats were reissued by José Maria Côrte-Real, who transformed the band into an AI product with Cottonete's voice and released "Eu Kero ter (um Carro Novo)", a fun song playing with the "Fatura da Sorte" contest" by the Portuguese IRS. 

Later Cottonete, this song and subsequent ones, were removed from the Tecnocratas project.

Tecnocratas started to have synthetic voices, provided by several ultra modern "Text to Speech" or "Text to sing" softwares and dedicated their sound to various forms of old school Dance music, electronic music, R&B, Funk.

Everything sung in English and even some experiments in Spanish.

4 albums were recorded in this new formation and the group also tried its luck at the RTP Song Festival of 21 with several songs but none were accepted.

Some were relased on Digital Distribution and had good airplay on international streaming and Online Radios in Canada, the United Kingdom and the USA.
